When I had trouble initially setting up Dan's 504, I called our state Amer
Diabetes Assn and got a packet to fill out, which I did and then never heard
from them. I had better luck working through the national organization. (I
didn't need them to get directly involved because the lawyer from ADA I talked
to gave me some talking points which did the trick).
In addition, you could try the Office of Civil Rights as Bev recommends.
